I am increasing Alphonse's bounty, and made a small edit in his personality.
His bounty increased to this extent because:
1. He fought a high ranking member of the Unknown Pirates awhile ago and on almost even ground.
2. He is the last active member of the steel village.
3. Was originally the second division commander of the steel village pirates (the defense division).
4. He was regarded as one of Iken's most powerful crew members.
