Well I realize that your character was temporarily approved, and I would like to (with my civilian's rights) request the character be completly approved until it is proven to be unworthy.

I was not saying anything, I simply stated it should be completely approved unless their is an actual shone reason for it being unapproved.

What reason why its not fully approved is because Admin Sama see's something that he is uneasy about..But he feels its not so much of a big deal that I can't start RPing with Payne..

But if he thinks it should be held back..He'd say so..but until then..its fine..

Considering the overall increase in average power I've been seeing recently among characters in general, I see no further problems with this. The original problem Admin-Sama seemed to have with the character was what, the image? I am willing to approve this, but if there was an outstanding reason I overlooked as to why this was not approved; another moderator can revoke it.
