Appearance:
Sano appears as a man in his twenties, well groomed and clean despite his propensity to willingly engage in the dirty work of common folk, he has neatly combed but somewhat shaggy lavender hair parted down the middle with slight bangs framing his face, at his cheekbones at the sides, over the ears and down to the nape of his neck in a small ponytail. His hair is pin strait but somewhat course from rough, island living yet not a hair is out of place. He has a defined set of eyebrows that don’t serve to draw attention away from his deeply expressive dark lavender eyes. His gaze is one with purpose and feeling and right away many get the sense that he considers things very carefully from the look on his face. Sano has a slightly sharp nose and lean but primarily unexceptional facial features, his face is striking only in its sincerity and expressive, bright appearance. For the most part Sano is just under average height for his age and has an ectomorphic, lighter leaner body type but is as physically fit as life as a laborer and solder demanded. Sano wears a variety of clothing but more than typically his outfits are formal, a traditional four buttoned black suit and tie are normally worn even while performing more laborious tasks coupled with a formal set of slip on black shoes. Often times Sano will wear an additional layer over his suit in the form of a long jacket, this is a dark “chinese purple” color with a darker golden trim and resembles a traditional style of captains jacket complete with an array of buttons, high collar, cuffed sleeves and decoraded shoulder pads, resembling both a jacket worn by a pirate captain and a jacket worn by a marene but in reality neither. If Sano happens to be carrying weapons they are concealed inside this jacket and more-oftine than not his pet bat Hayato is seen either perched on his shoulder like a parrot or hanging from the knot of his tie like a broach.

History:
Birth and upbringing:
Sano was born to a life of ease and newly purchased nobility, wealthy and very well cared for since the moment of his birth as the youngest son to the infamous Luna family of arms dealers who had become as wealthy as nobles by profiteering on the wars between pirates and marines that has marked the great age of pirates. Sano never saw much of his family as a boy, mainly being cared for by manor’s staff though officially he lived with his father, Edmond Luna, his mother Mercedes Luna, and his three siblings, sisters Valentine and Clarisse, along with his brother Yoru. From infancy all the children of the Luna family were given specially crafted devil fruit enhanced weapons with the form of animals to protect them from their families various business rivals and serve as their companions in an otherwise sheltered existence, Sano’s was a bat called Hayato. As far back as he could remember Sano’s greatest friend in life had been that bat, easy to train and a welcome companion as he studied and grew up blissfully unaware of the suffering the outside world had to offer. As a child Sano was rather sensitive, concerned with fairness and the well being of others to a fault which often lead his brother and sisters to avoid him, leaving him to study alone with Hayato as a bright but quite introverted child. Despite his study it was quite impressive how little Sano actually knew of the world, not even for a moment questioning what his family did for a living or how the rest of the world lived, perhaps not yet realizing there was a difference.
Youth and independence:
By the time Sano grew in to a young man he had realized that a prosperous and easy life would be his as a partial successor of the family fortune, and soon found that it was his study and habit of keeping track of things that made him a choice for such a future. It was around this time that Sano began to become immersed in the events of the outside world, an age of pirates had begun and all around the world the naval forces had been assembling to protect the modern world. Exiting times to be sure, but Sano’s sense of justice combined with evidence of the pirates damage to innocent people from the newspapers had awakened a deep-rooted sense of purpose in him, shaping his own opinions for the first time in his life. Resolved that the pirates were detrimental to the world Sano was mortified to find out his families true business. When he was chosen as a successor to the arms deal Sano was introduced to the powerful varieties of state of the art weaponry that his family had made a fortune of distributing, to more than just the navy. Upon realizing that his easy life had been built on the violence that had ended so many other lives before Sano wanted no part in it and left home almost immediately, stepping out of the security he had always known for the first time. It was then that Sano experienced all of the hardships he’d never known growing up, uncertainty, hunger, crime, fear, and above all witnessed first hand the poverty and constant attacks the masses lived under. A changed man he was driven then more than ever to join the navy.
Joining the navy
Sano received no preferential treatment in enlisting, but that suited him just fine, he was determined to earn his keep as a man of the naval forces like anyone else. Despite his determination Sano was in for a rude awakening, life as a spoiled noble boy had left him soft and weak, and the demanding training in the marines combined with the distain of his comrades, all of whom were former peasants, many of which just looking for a way to get by. Little by little Sano wore away his weaknesses and frailties in training, his victories were small, poorly received and hard won. There was a time where Sano studied to become a medical officer but later found a natural talent in ranged weapons and began training as a marksman instead, but vowed to himself to always shoot merely to mame targets, as his personal beliefs abhorred killing. Every day in training was a hardship and there were many times which the young man was at a loss for reasons to stay, but no desire to return to the sheltered life of ease, an inability to turn a blind eye to the sufferings of others. Eventually he overcame his moral hang up by convincing himself to train with far more accuracy than an ordinary sniper, who only shot to kill. In addition to his training Sano studied the law by night, familiarizing himself with every legal regulation and penalty, also as one of the few recruits with literacy this afforded him much room for advancement in the ranks if he succeeded in training. After a year of backbreaking training the pale faced wayward son of a noble emerged an educated, hardened solder and it wasn’t long before he was placed on his first ship, with the high ranking position of first mate to a captain and sent out to sea.
Sanos first tours as a marine were everything hed hoped they’d be, he sailed the seas in search of pirates, arresting the criminals and saving the trade ships and the travel vessels; standing to protect the islands from the growing criminal element, truly believing he was making a difference. Sano’s talent for paperwork and refined attitude made him well liked with his superiors, but still disliked among his subordinates, but their respect would be earned, one by one as Sanos leadership and superior aim with a pistol saved comrade after comrade. During this time Sano experienced both the adventure hed always longed for as a boy at his desk, but also the sobering truths a solder comes to realize, the war against pirates was not simply an adventure at sea, it was a terrible and brutal campaign, filled with challenges for the young mans body mind and moral fiber. Baptized in fire Sano began to accept the life he chose regardless of the weight it called on him to bear, it was honest, and the flag of the navy was a symbol he trusted. It would not be till a year later that his convictions would be tested.
Betrayal and enlightenment
Sano had served under his captain for many months when he came to realize a flaw in both the system, and in her. Sano began to witness the cruelty to captured prisoners, he began to experience questionable orders, and his captain for all her merets as a solder was too not as she first seemed. It seemed that his captain had connections to a pirate and the two shared a bond that defied the law, and defied the polar nature of pirates struggle with marines, and it was for this love that Sano would ultimately be punished. Young and inexperienced, hotheaded and fanatically devoted to the law Sano was ultimately the one blamed for his captains uncovered scandal, by a vice admiral half giant named Kane. Kane was unable to convict Sanos captain so instead chose him to take the fall for the situation and Sano was discharged from the marines and given a bounty. With no choice Sano fled his ship and washed ashore nearby a city where for some time he lived as a vagrant. Sano saw first hand now the dark side of the navy he once believed so much in. He witnessed first hand the marines crimes against the masses, the nobility’s ill gotten depravity along with the pirates pillaging, and he realized a simple truth; the flag a ship flies means nothing as to the character of the men and women it contains, the law was not justice, nor was so called ‘pirate morality’, no one offered to advocate for the commoners, the farmers, those little people lost in the background of everyone’s power-plays and so Sano took up a new mantle. He would serve his own justice, leaving a trail of captured criminals and corrupt marines for his pursuers as he whent.
Formation of his first crew
Sano began his adventures as a vigilante alone, but it wasn’t long before he met a few likeminded individuals. The first was Sawada, a sellsword samurai from the east blue whod fought on both sides of the pirates and marene’s pointless war, tired of being used as a weapon for selfish gain and sick of empty killing. The second was an ex pirate named Jace, a smuggler with a hot temper who believed in his own code of ethics, then Sano came upon a blind slave girl named Nagi, whos life had been disadvantaged by the government and the pirates at nearly every turn. Others such as Hikari, a former world government agent who had a change of heart when she found herself sharing a prison with Sano during one adventure and many others came, all to hope for a different world. The crew gathered momentum and both criminal pirates and corrupted marines finally had something to fear, Sano was a wanted man but still felt himself lucky having learned so much since his time as a noble. His vigilante crew grew numerous and powerful and eventually hoped to scout out the new world where the criminal and the tyrannical had yet to stake their claims, but like so many novice crews their voyage to uncharted waters would end in tragedy.
Time in the new world
While sailing toward an island on the new world Sanos ship was caught in an unnatural current of water, the ship was flung skyward and in to a bed of rocks in just an instant. The wreck was so traumatic that the majority of the crew was flung in to a vicious whirlpool and despite all his efforts Sano could not save them, after truing in vein to catch them then nearly fatally drowning himself trying to rescue them Sano lost nearly all of his crew and found himself stranded on a strange uncharted island, a current not unlike a reverse waterfall pushing violently skyward on all sides. Sano lived for months there alone with the few survivors, inconsolable. It was during this time while advancing his medical training to tend to wounded that he began to think about the world as a whole, it was consumed by pointless, never ending violence and upheaval, the common man was pillaged then taxed to poverty then either imprisoned or enslaved, punished for being weaker than the numerous warriors that dominated the world. It was a system where the strongest pirates and the highest born nobles decided everything, and the low of birth and disadvantaged were left to submit to that system. Who would offer those people a voice? There were revolutionaries, but all they ever seemed to do was engage in battles with the navy and cause more death and destruction, all they offered to the commoners was an empty promise and another war. Sano they devised a system whereby the common man and woman would be aloud to choose their leader, and where the leader would serve their subjects, not the other way around. Sano was convinced that this was the way a country could prosper, and that even the weakest of people would have equal voice and an equal freedom. He was driven by new hope, and revenant to those he had lost, having been taught the preciousness of life Sano would renounce killing forever and adopt in its place a doctrine of fairness and equality. He made his island prison his nation, claiming the unpopulated land for his own he planted a new flag and set to work gathering people for what would be the first nation of its kind.

Sano gathered individuals for his nation in secret, he gathered them from the lowest corners of society, places no one would ever turn to, the disadvantaged poor, the peasants, the former slaves, fishmen, the weak and wounded of the world. He even tracked down his former noble family members and learned that after his departure they had become scattered and imprisoned as well, he rounded them up and explained his new vision and to his surprise they accepted. They began to flock to his island and build, little by little houses, mines, mills, farms, ironworks, schools, hospitals, fisheries, power plants and other such infrastructure came to be built and hidden from the public eye off the maps and off the paths to one-piece the young nation began to form. Little by little people came in secret, adding new talents and minds to the island as Sano worked side by side with the masses of the island, he built their houses, farmed with them, chopped trees with them, mined ore along side them, he the son of a noble and former vigilante of the sea. Sano finally saw it, life was changing, he was making that difference he always wanted to, many of the islanders renounced crime in favor of a steady living free of government hand and pirate sword and Sano began to wonder still. He theorized that devilfruits, with their infinite resources could be used to make a utopia, where no one had to compete over resources at all, where there would be no reason to hoard wealth or pillage because everyone would be assured a high quality of life. He began to plan for several devil fruit powered machines to serve these purposes and began to consider gathering them. He wanted to show the world what could be done if people chose co-operation over murder. Perhaps then society would evolve; perhaps then people would listen to a peace that could be derived with out violent means.

Personality:
Sano is an attentive, compassionate, worldly introvert with very strong principles and a resolute will to stick to them. Seeing the world from a realistic stand point he has that rare blend of taking tasks one thing at a time and big picture focus that make for a taskmaster. Which is to say that Sano is always doing something, moving from task to task selflessly with little to no concept of down time. Sano derives solace in organization; though this was once more of an obsessive quirk it has since become a desire for systemic order in world justice. His justifications for his actions can at times be blunt and simplistic, but this is typically his true feeling on the situation, showing that he is under it all more idealistic than he seems.
Unlike others that are out to change the pirate’s crimes or the world government’s corruption Sano believes in helping in smaller ways, discouraged by the empty promises of better tomorrows he strives to improve the lives of others immediately even if it means he can only help one person at a time. Adapting his own form of logical pathology to his justice Sano is quick to adjust his thinking to new situations rather than giving up on them while at the same time continuing to pursue a form of justice that does not necessarily reach a large scale. Sano is quick to put on a cool, levelheaded approach to situations but this betrays a strong sense of empathy and a great sympathy for others. Sano views the struggle between the warring factions of the seas to be a meaningless one as long as the sufferings of others are widely ignored because of it, the balance of power in the world holding little influence over him. Sano is a man who knows what he wants and what he intends to do with a firm sense of identity and purpose, the downside of this being he is decidedly “up tight” and seldom relaxes.
Though his lifestyle is dangerous and somewhat rugged he retains a refined sense of style, always appearing in formal clothing and well kempt, due to his upbringing. Retaining a sense of composure and professionalism with enemies Sano has no time for those who refuse to listen and can be decidedly rash at times. Experienced in dangerous situations yet in many ways not fully mature Sano’s philosophies come from a genuine desire to do good regardless of what world powers exist and what influences may be at work, seeing pirates as another institution and widely no different from corrupt marines. Sano is often confused for being a revolutionary when in reality larger changes hold no sway on what he considers to be injustice. His duality borders on overly complex and perhaps even somewhat counter intuitive at times but this is indicative of the extremes by which he lives. Having experienced several awakenings and reveals in his life Sano has matured before his time to a degree in that he no longer accepts the world views of others to decide his views on things and builds his version of justice around principles tested by experience. Despite his oftener calm exterior Sano is a man with deep convictions in what he is doing and it is unwise to mistake his poise for impartiality or apathy, having been betrayed and witnessed much in his lifetime he feels very strongly on nearly all accounts when it comes to his island and ideals

Special Abilities:
-Accuracy: Sano possesses keen accuracy in any sort of projectile, thrown or missile when it comes to hand eye co-ordination and aim, able to hit targets from extremely long distances with out the aid of sights or scopes and even keep focused on multiple moving targets from such a distance, his vision and dexterity enable extreme precision in addition to accuracy when it comes to ranged attacks, a trained sniper of the highest class.
-Surgical accuracy: Far outpacing that of ordinary master marksmen Sano is able to fire bullets in to targets with what can only be described as medical precision, able to fire shots in to what would normally be lethal areas with out killing targets with a verity of effects
-Intelligence: Sano is able to calculate complex plans and figures in very short amounts of time, often during dangerous situations. His planning and tactics have widely been what has enabled his victories and continued survival, rather than his abilities as a fighter. This comes with a strong resolve, which makes Sano extremely difficult to trick, betray, intimidate or lead astray when it comes to his objectives. His free flowing focus enables his mind to react quickly and his plans to constantly adjust for changes.
-Physical training: as a former marine, though not excessively powerful himself Sano’s body is still in excellent condition, fit and healthy his speed, balance and agility are his best assets. Though not excessively tough or enduring and by no means though physically Sano uses acrobatic skill to avoid being heavily damaged. He is however quite confident in his legs, enough so to have been able to use multiple rokushiki techniques
-Balance: Sano is acceptingly well balanced, so much so he is capable of standing on Hayato and riding him around at high speeds despite his small size, Sano can stand on flying cannon balls, the blunt edges of swords, even an opponent’s arm after they attempt to land a punch, capable of doing “hand stands” on the tips of his guns and pushing off of them for a full jump easily
-Detective work: Sano possesses an analytical and highly trained mind with a learned investigative skill from years of tracking down outlaws, Sano is a talented investigator who is quick to get to the bottom of information he’s after, both from being well read and educated and his own intellect and military training.
-Medical understanding: Having studied extensively in his life Sano is quite skilled at first aid, especially in treating gunshot wounds, during his training as a marine he was taught a degree of medical knowledge and came to study over the years in his exile
-Co-operation and empathy with his pet: Sano has known his devil fruit made weapon, Hayato the bat since just after infancy, meaning that the two share a very strong bond and instinctively co-operate for a variety of tasks
-Socio-political influence: Sano is a respected statesmen and the elected leader of both a new nation and a progressivist movement in ideology, as such he is a ‘hot-button’ topic for some and a powerful symbol for others. Sano can sway opinions of people by attaching his presence, approval or disapproval to situations or events on a national scale and can use this to influence the opinions and methods of others.
-Empathic judgment: Sano has a deeply developed sense of empathy, he is expressly very skilled in putting himself in the shoes of others and understanding their ways of thinking, though he often masks this his empathy is a great asset and a strenuous limitation at different times, it does however cause him to convince others that his concern is genuine and establish a willingness to negotiate or listen in others.
-Hypnotic suggestion: Sano has come in to an ability to employ hypnosis in combat, much like his father had, but is incapable of using it to control others, merely to trick others in various ways,

Learned Techniques (Keep it 1-25):
-Soru: A rokushiki high speed maneuvering technique that allows the user to dash off at extremely fast speeds, this can create the illusion that the user has “disappeared” from point A and traveled instantaneously to point B but that is untrue
-Kami-e: A rokushiki dodging technique where the user appears to distort their body to become thinner, as if paper, or in Sano’s case fluid to avoid attacks, this is accomplished by shifting the position of ones body at excessive speeds
-Gheppou: Learned during his stay in the new world Sano has the ability to kick his feet rapidly and “jump” off of thin air, this has enabled him to travel by air along with Hayato
-Kami-e “flicker”: a technique Sano created to combat extremely fast opponents, essentially it’s the action of Kami-e at soru speed, the result is that Sano performs Kami-e to doge an attack then reverts back to his ordinal position extremely quickly just after the attack passes, the result is the illusion that his image “flickers” and the attack passed through it, this however can not be used on anything which remains in the target area, such as a piercing blade or wide areas of effect such as an explosion or shockwave (two post cooldown)
-Echolocation: this was his pet bat’s ability for a long time but after training alongside him in the new world Sano has appreciated the skills to use echolocation as well, both from his bat’s sonar and sounds he can make he is capable of determining shape and movement through sound alone if necessary.
-Acoustic reflex control: To resist Hayatos various screech attacks Sano has gained a minor life return for activating his own acoustic reflex to protect his otherwise sensitive hearing, this allows him to tense a small muscle in his inner ear to divert the inner ear from the eardrum a tiny but very important distance to prevent the negative effects of sound based attacks from backfiring, this is extremely important given the inescapable speed and total range of the screech attacks nature as sound.
-Spiral shot: a unique technique in Sano’s repertoire that was derived from his former “kekkan” based attacks, simply put it combines elements of shigan and a swords air slashes performed with a gun, holding the gun forward before thrusting his arm forward applying a three hundred sixty degree rotation all extremely quickly the distribution of air in the chamber and at the front of the gun shifts so that when he pulls back quickly a projectile of compressed air that fires out at a target near bullet speeds, the wave resembles a spiraling cone of air and explodes rather than cuts after boring in to targets, less lethal than a bullet but over a wider area with a greater force, bullets can easily be kept inside these projectiles and they allow Sano to use his guns even with out ammunition, while at the same time adding to the speed, accuracy and penetrative power of shots. This being ultimately vastly superior to his ordinal kekkan techniques he possesses the ability to fire them rapidly
-Spiral shot, concussive wave: performed only when there are no bullets in Sanos gun, a specialized version of the spiral shot in which the force is spread over a very wide area, much less damaging and by no means lethal but it is capable of disrupting projectiles and active air currents, in theory it’s a projectile that disables projectiles, used to “shoot down” multiple flying objects by pushing them back, damage this would do to a living target is limited to a shove, this can however be used to divert air currents in other attacks such as sword slashes
-Handcuff throwing: after extreme training and carful mastery of this skill Sano has learned to throw open hand cuffs in a manor similar to bolos at a target’s wrists or ankles successfully clamping the cuffs down over one or both of the users targeted limbs, this can also be used simply to strike the opponent and Sano is also capable of throwing them in a boomerang fashion.
-Surgical shot, nerve graze: Using his surgical accuracy Sano fires a shot to just graze over the limbs of a target, in just the right spot to disable the targets limbs temporarily, though a skilled enough doctor can easily attach the nerves with no long term damage this is an effective cripple in combat, used to subdue targets nonlethal
-Surgical shot, seastone heart: An extremely advanced non-lethal technique that Sano has invented over the years to “seal” a devilfruit user’s ability, firing a seastone tipped bullet Sano manages to lodge the projectile between the walls of the victims heart, though the victim will not be injured or killed by this in the long term the bullets place in the heart is critical, if the seastone shot were removed the sudden change in pressure would flood blood from one side of the heart to the other and crush the organ, killing the victim. This in effect causes the victim to lose use of a devilfruit power until a doctor can perform extremely advanced cardiovascular surgery to safely remove the bullet, though doctors capable of this would be considered rare and world-class. Though the bullet being lodged in the heart is non lethal it restricts blood flow and makes physical exertion difficult.
-Fools battle: A technique Sano created recently for avoiding battles based in hypnosis. Sano pretends to engage the enemy and leads them to believe they are winning the battle, all the while giving them subtle hypnotic suggestions. The opponent begins to continue their fight against an image of Sano their own minds create, though this illusionary opponent is a challenge they retain their upper hand. The trick of this technique is that the victim’s own desire to win fuels their belief that the image is real, the more powerful a warrior, the greater their willpower, the tighter their subconscious minds cling to this idea, so greatly that they fail to notice the real Sano, and become so focused by battling nothing that they become unable to pay attention to other details around them, such as calls from comrades and the real Sano escaping. Of course the illusion is only temporary and the frenzy wears off with the victims temper, though victims prone to rage may remain in the trick longer a level headed victim will return to normal in three posts, and the user cannot attack the victim with out canceling the hypnosis. Sano can also employ ventriloquism to influence where the illusion moves to, to chase tricked opponents away from risky areas. (the victims character controls the npc but cannot kill the illusion till the final post)
-Phantom walk: a footwork maneuver whereby Sano appears as a flickering group of afterimages standing in different places around an area, using sound tricks and light stepping to disguise the path of his movement with that of the images so that not even the keenest ears or eyes can tell the difference.
-Delay: A hypnotic technique which is combined with footwork, by employing hypnotic use of afterimages in his phantom walk Sano can cause the subject of the hypnosis to begin to experience visual lag, in the sense that they see everything as it happens, just three seconds after it actually happens, though any physical pain undoes this effect the user has no idea that they are caught in it apart from auditory cues which Sano can distort with Heyato’s screeching techniques.
-Cast off: A hypnotic technique in which Sano sheds his jacket and has it take an attack for him, the illusion is that the attacker sees Sano still inside said coat, but that the image then fades, effective against multiple observers.
-Signal jamming: A combination technique with Heyato whereby Sano hypnotizes the listener to Heyato’s screeching by way of ventriloquism to cause a phenomenon in the target by which left sounds appear to be coming from the right and right sounds appear to be coming from the left, very effective in areas where vision is obscured
-Makeshift first aid: Sano can apply medical techniques to stop lethal damage from taking full effect if given time even with torn cloth or found materials (applying successful first aid takes the entire post and cannot repair damage, restore people to fighting condition or heal wounds, just save lives)
-Spiral shot; null sphere: Sano fires an excessively large spiral shot air bullet with both guns that pushes an entire area outward with enough force to stop moving objects inside it, though it damages nothing it has a very high defensive value in stopping large-scale attacks (two post cooldown)
-Den-den mushi training: A skill Sano acquired in the navy whereby he can train any den den mushi to broadcast to another target in range regardless of its type, used to communicate to other ships nearing his nation nowadays

Character flaws:
-Low constitution: In the past Sano has often been defeated with one powerful, successful blow, though years of experience have helped this he is still nothing like the many hardened warriors of the sea who can withstand grievous, serious injury and punishment
-Hesitation: Sano has vowed to never kill an opponent, for this reason he will never have the edge that an opponent who is trying to kill him will, for example injury from shots aimed to maim or disable will always be less then injury from attacks aimed to be lethal, similarly attacks aimed at non-vital places tend to be easier to avoid Sano will always hesitate when presented with the opportunity to kill an opponent, or take a non-lethal action instead, though he tries to keep this from influencing his choices as a leader it often does
-Disgrace: Sano has a number of issues in his past that harm his credibility as a leader, being of noble birth and enjoying an easy youth, betraying his family to serve in the world governments navy, which he then was dishonorably discharged from and later fought against, leading his former crew to their deaths and forgoing trying to change the world for just changing one island are a few of his failures as a so called peoples leader. He carries a high level of grief and guilt over many of these failings and it often impedes his choice making.
-Empathetic judgment: though he is skilled at seeing things from other peoples point of view he is by no means a mind reader, he is naive and trusting despite his years of experience and believes people when they say they want to change for the better, for this reason betraying him could be quite easy
