Appearance: Hiei was born with permanent Insomnia, resulting in his large black circles around his eyes. He has short, crew-cut hair died scarlet red with black roots and ends still there. He stands at 5'8". He wears a long, black trench coat that has long sleeves as well. He wears a tight, metal gauntlet over his right arm with his Yukimaru hanging over his back. His right eye is bloodshot red, while his left is normal blue. He has a large collection of scars all over his back, intricately forming the World Government symbol in a way. His right leg has several frost scars, a result of being in Impel Down's Level 4 prison, and tends to lag a bit when he walks.
History: Hiei was born under the CP9 Training program, they experimented on him and forced him to eat a Devil's Fruit to improve his training. They brutily trained him into becoming a skilled assassin, though he never lived up to their expectations.
Having enough, he used his learned skills to kill his supervisor and run all the way to the weapon's vault, where he discovered the Yukimaru. Stealing it he made his way into killing several other Marines and World Government Soldiers until they finally subdued him. Using his Illusion powers, he hid the Yukimaru on his person, pretending to have lost it.
Having been transfered to Impel Down for execution, he should have been imprisoned for life. Inside, he was sent to level four, the Freezing Hell. He managed to gain some followers there when he promised to be able to escape in less than a month. This was because he knew that in two weeks, there was going to be an execution of another Criminal held down on Level 4. Waiting and watching, he learned the routines of the guards and whenever they would come in to check on them. Tricking on of the guards, he managed to catch one against the cage and snap his neck. Then, stealing his keys, Hiei broke free and used his illusion powers to sneak out unaware. No one knew otherwise and it wasn't until two days later, when the next guard came down to check on them, that it was discovered that he had escaped.
After he got loose, he and his crew ended up sailing to the Boin Archepelago, where they were almost eaten alive. He managed to escape the island, and even collected a large assortment of weapons using his powers. He then ended up on an Marine base, where he used his Illusion powers to convince marines to kill each other until the entire headquarters was annihilated.
Unfortunately, his face was caught by a security Snail and his wanted poster was updated the next day. His war declaration made and the Marines petrified over what he might do next.
Personality: Hiei has a short temper, a result of never sleeping for 25 years. He, despite this, also is extremely intelligent, calculating, and analytical. He tends to still be aware of the facts, even when his emotions run wild, but has been shown letting them rule his judgement. He has a deep hatred for the World Government, as they basically tortured him all his youth. He always seems to show a playful smile, even when irritated, though on most occasions, he is very apathetic. Hiei is not averse to disposing of those who get in his way and is not easily intimidated, usually speaking to others in a very direct and arrogant manner. He cares little for others, and simply considers people to be "toys" or "tools" he can sacrifice in order to get what he wants.

Special Abilities: skilled Marksman, skilled fighter, expert manipulator and tactician. incredibly intelligent. He is a very skilled Assassin, as he was able to kill off many trained Marines and World Government Officers and even destroy an entire Marine Base. He also has reputable skills as he was able to escape from the Boin Archelago.
Learned Techniques (Keep it 1-25): Pillar of fire: Hiei makes an illusion of a pillar of fire erupting in front of his target. When they go through it, he fires a Solar Flare that explodes inside the illusion.
Capture slash: Hiei swings his Yukimaru overhead, but then pulls back swinging upward and catching his opponent's weapon inside it and disarming them. The weapon usually gets turned into a pill after that.
Weapons/Items: Yukimaru: A lacrosse-shaped chakram-staff that fired pills that it makes because it was fed the pill pill fruit.
Pills:
20x Tangle Lotus: A pill that captured a species of Pop Greens that grow into a mass of lotus vines and blossoms that tie up the enemy.
20x Solar Flare: A pill that captured a species of Pop Greens that is incredibly volatile that explodes into a waves of fire and heat.
20x Feral Darkness: A pill containing a Pop Green that explodes into a wave of foul smelling smoke that blinds the target and creates a wretched smell.
20x Panchinko Shot: Two pills are fired, both holding a small collection of lead balls. He fires one, and then fires the second one at the first, opening both. The attack sprays both sets of lead balls out into a storm.
20x Wild Rover: A pill that contains a very angry and wild wolf that starts attacking whoever it sees first.
5x Shuriken shot: A pill containing a spray of Shurikens that go out in different directions upon impact.
1x Sword pill: A pill containing a sword inside it.
1x Prison pill: A pill containing a set of handcuffs.
1x Knife pill: A pill containing a knife.
