Capabilities:
Full Form: Allows the user to take on traits of or transform into a hummingbird. The wings of the hummingbird allow the user to fly or hover in the air, moving with ease in any direction. Also, the user can focus themselves and cause an even faster beating, creating a burst of wind, which would shoot out in the opposite direction from where the body moves. The beak of the hummingbird is long and sharp, making it a possible weapon choice. The eyes of a hummingbird can see farther than normal and the ears can hear better.

Hybrid Form: User transform slightly, gaining wings, beak, and causing their feet to turn into talons. In this form, the user can still fly in any direction, but cannot cause the wind burst. Sight and hearing slightly improve.

What, exactly, is the hybrid form like? Also, I don't think something as small as a hummingbird can create any appreciable force of wind.

Like taking on just one trait instead of them all. Like just the wings or just the beak. And as for the size, this hummingbird is bigger than usual, it's size would be just smaller than that of the user (think Pel of Alabasta).

Zoans don't give you that ability as a baseline. They have a set hybrid form.
