I am not sure how much resistance he has against lightning, if its none then Roger could pull off a victory.
If his resistance to lightning is insanely high then maybe not. (20%)

For Minato, he can probably speed-blitz the ax-dude as he didn't show that he had superhuman speed.
Attacks that cut steel probably won't be very effective against his defense but maybe his Ama Kakeru Ryu No Hirameki and his spinning 300 pound cannon ball might work. (30%)

Atem's sword and discs are said to be able to slice through pretty much any solid object, so maybe that would work and if not he's always got that Dragon of Darkness Flame (45% chance)

Red Beard has the same abilities as Luffy pretty much, except his strength may be a bit higher since he's a 10 foot giant. In Base form, I doubt he would do that much better than Luffy. Though with Gear 4 and Gear 3rd Combined, Can you spell, "Super Gigant Jet Storm!" (60% chance)

Broly: The guy is stronger than Vice-Admiral Red Beard at his best, so I think his chances are pretty good. (80-85% chance)

i would say the crew with the sea stone would be the only ones to stop the light guy or if any one has mind abilities like professor X from x man but as far as any of our characters i doubt it. but thats just because i dont know any thing that can hit light.

I want even asking about Dartz, I was asking if admiral Kizaru would lose to someone who can change matter in to enargy and voce versa, not if Dartz (who is made of matter by the way) would, which he would lose to anyway

Turning energy to matter. it wouldn't work like you would think, it would turn it to anti matter. and as much anti matter as that would cause the world to be erased. and that wouldn't be good either.
