Name:  Hie Hie no Mi  (Chilly-Chilly Fruit)

Type:  Logia

Effect:  Allows the user to control, create, and transform into ice at will.  The ice is able to be hit by physical attacks, including when the user chooses to transform into it.  The user is never able to become entirely intangible, unlike most logias.  Instead parts shatter on impact and can be reformed.  When it comes to interracting with other devil fruits abilities, there are a few notable tidbits.  Fire/magma logias, along with other heat-based powers, have the potential to be kept in check by the fruit's abilities.  Besides the standard devil's fruit weaknesses, it can be noted that the constructs created by the fruit can be affected by severe tremors.  Such as from the gura gura no mi.  

A unique aspect of the fruit is being able to potentially freeze opponents.  There are a few things that must be taken into consideration:

1.  The user's DF skill rating
2.  Opponent's endurance and speed rating rating
3.  Where physical contact is made with the user.

Let's have two characters.  Here are the important stats:

So let's say Bob has a devil's fruit mastery of 50%, and shakes Ted's hand.  Ted has an endurance of 20%.

50% (user's DF mastery) - 20% (opponent's endurance rating) = 30% (chill factor)

Ted resists Bob's 50% devil's fruit mastery by 20% because of his endurance.  The remainder is taken off the speed of that particular limb.  Bob has an overall speed of 60%.  The affect of the cold is going to slow down his arm; speed of punches, blocks with that specifc arm.  That sort of thing.  It will be affected by the difference (hereby dubbed "chill factor") between how cold the DF user can go (DF mastery) to how much his endurance resists it.

60% (opponent's speed rating) - 30% (chill factor) = 30% (opponent's altered limb speed)

Now Ted and Bob have a high five, using the same hand as before.  Endurance hasn't changed, so we'll be using the same chill factor of 30%.

30% (opponent's altered limb speed) - 30% (chill factor) = 00%  (opponent's altered altered limb speed)

Uh oh.  Wait a second.  Zero speed?  That means Ted's arm is now frozen solid.  If the speed of a specific limb hits zero or lower, it's frozen solid.  No strength, no speed.  Solid is also a relative term.  The ice is fragile, and is prone to shattering.  A physical blow at or above 10% is all that's needed to smash it to bits.  There is hope, however: the limb is not gone for good if proper medical attention is taken.  Unthaw it carefully, and all is well.  An additional note: chill factor cannot go below 10%.  

A slightly different method exists for non-player characters/objects.  They can be affected by the ice created, and don't neccesarily need to come into direct physical contact with the user.  The user can freeze objects as strong as they can make their ice to be.  For example, at 50% mastery the user can freeze an iron pole solid to the point of being brittle enough to shatter.  At their strongest, the user can freeze steel objects.  No named swords, super fancy weaponry or anything like that.  Definitely not sea stone.  

The user is also bound to the usual equation to transfomations allowed per thread as other logias:

Yx2= Amount of posts able to transform per thread. Where Y= Percentage of devil fruit mastery divided by 10.

Growth Curve:

00%  The user become immune to cold.  Hypothermia, frostbite?  No need to worry.  Try not to drown though; being an anchor is rough.

10%  The user is able to create ice at will in limited amounts.  The ice itself is not very strong, and is prone to being shattered by physical blows.  Its strength is comparable to that of glass.  Anyone with a strength of 5% or higher won't have much problem at all breaking it.  Volume-wise the user is able to create about a square foot (~30 sq cm) and/or a half limb's worth of ice in a single post.  Even with extended exposure, the average person is really only going to catch a cold.  The horror.  

20%  Now the user is able to transform an entire limb, as well as create up to 5 square feet (~152 sq cm) of ice per post.

30%  At this point the ice increases in strength to that of stone.  The user is able to transform two limbs of their choosing simultaneously and 10 square feet (~305 sq cm) worth of ice.

40%  Things start getting a bit cold.  Prolonged exposure to created cold (5 posts, on average conditions) is going to cause minor frostbite and hypothermia, depending on how the opponent is dressed/the weather/a multitude of things.  Unless there is a reason for an opponent to remain unaffected by the chill, they will lose 10% of their total skill and agility until they warm up again.  The shivers can make it hard to be coordinated and dull the reflexes.  Range-wise, people will only be affected when within the volume of her potential ice creation powers.  In addition, the user is able to transform all four of their limbs at the same time.  20 square feet (6 sq m) of ice creation per post.

50%  The created ice can now be as dense and tough as iron, up to 40 square feet (12 sq m).  Additionally the user can either transform both pairs of limbs or their torso.  

60%  Prolonged fighting in this kind of cold is going to cause even more problems.  If an opponent is affected by minor frostbite/hypothermia, now they have to worry about it getting worse.  After an additional 5 posts of continuous chill will cause the user to lose an additional 10% of their total speed and endurance.  The cold can wear on a person physically and drain their energy, not to mention make it harder to move.  Torso and limbs combined can be transformed by the user, and they can create a good-sized roomful of ice.

70%  Ice as sturdy as steel is now capable of being produced by the user.  They are also able to attain full body transformation of their element, and produce enough to fill up a reasonably sized gymnasium.

80%  Building-sized constructs are now able to be created by the user.  

90%  Now might be a good time to get out of the cold if possible.  At this level, the user is able to create painstakingly frosty environments.  Any opponents without immunity are going to suffer from severe frostbite and hypothermia if left untreated for another 5 posts.  If you've been following allong, it would take a total of 15 posts for a character to be affected this severely.  They take a 10% hit to both their strength and perception.  It's going to be tough to keep up mental aquity as well as physical might when it's this cold.  

100%  The user is potentially able to permanently alter the landscape/weather on entire islands, resulting in a frozen wasteland.  Nearly limitless creation of ice can be attained, and there is no longer a limit to how many posts of full transformations per thread
