Devil's Fruit Powers (Or Normal Skills If Your A Weapon Master Of Some Kind):
1. Kurokumo (Summons Dark Cloud above head, size varies with available power.)
2. Denkou (Call lightning from the cloud)
3. Ame (Call rain from the cloud)
4. Hisame (Call hail from the cloud)
5. Ikazuchi (Call thunder from the cloud)
6. Kumo Nori (Solidifies the cloud just enough so the user can sit on it, allowing them to ride on the cloud, the cloud's speed is not fast, as cloud's themselves aren't, it, at max, moves about 15 miles an hour)
7. Uindo (Call wind from the cloud) (Within 15 feet)
8. Yuki (Call snow from the cloud)
9. Misuto (Calls mist or fog out of the cloud, this can range anywhere from light to really thick).
10. Jishinkaminarikajioyaji (Call powerful lightning and thunder from the cloud)(Requires two rods)
11. Tatsumaki (Call a tornado from the cloud) (Only available on land)
12. Mizubashira (Call a waterspout from the cloud) (Only available over water)
13. Kurokumo, Massu (Summons multiple dark clouds above and around the head, size varies with available power, these all function like the smaller one, but with less control)

Yeah, but only the cloud they make, not actual clouds around the world

okay but understand that non Zoan DF weapons have no minds of their own.... usually some sort of switch or trigger is put in place to activate the ability for non zoan weapons, this would be doing so many things perhaps if an animal ate it? (just throwing around ideas not anything more)

No no no, it wouldn't be IN the stun baton, it'd be used WITH the stun baton, to have like, the lightning strike it and let you throw or attack with the lightning.

Size wise, its probably about 3x3 feet, not very big.

How about many one could make, it'd probably start at one alone, and as they develop more into their character slowly be able to make up to 10 or so, but that'd be much later.

Well, a tornado would be a long time in, but at the start when you get it, it'd probably start at 1 foot and slowly move up to 20 feet tall, it'd be way too powerful if it was actual size
