Is Sabo Alive?

Hi guys I'm just trying to figure something out here.
I was re-watching the one piece anime in its entirety and I've noticed a few things that I missed the first time.
The main thing I've noticed is bugging me is what I'm going to ask here.
Also my apologies if it has been asked or discussed already.
So this episode is just after the one in which ace and luffy learn of Sabo's "death".
My question is in regards to episode 504 at 4min40sec in when the scene of Dragon talking to Emporio Ivankov.
Ivankov notices something shocking and a doctor is called for.
Dragon seems unharmed however, walks to the side of the ship and looks out.
Dragon then says "I was watching the ceremony for the world nobles"
From this I'm thinking that Sabo must be alive.
And from this I gather that Eiichiro Oda is going to introduce him into the story.
I'm assuming this will be at some point in the not to distant future, probably in the next year or two.
I am assuming this as Eiichiro tends to leave small hints of future plots in many of his episodes.
I've gotten through 500 episodes in the last 2 and a 1/2 weeks and watching them this close together a lot of patterns emerge.
I.e. the hints at plots.
Has anyone else noticed this or is it just me?

While I think what you've brought up isn't real enough of a basis for a theory, it would make sense to bring in the character with a cliche he's not really dead since they focused a flashback on him.

I haven't seen the green book so I never heard about that.
although I am curious now as to who the doctor was called for during the scene in question though.

Actually, I thought about this today .. Oda is a troll, and loves to give us twists that we couldn't expect .. so I kinda suspect that he intentionally confirmed Sabo's death, because after that incident he is no longer "Sabo" .. food for thought, huh ? xD

So something along the lines of: Sabo is now Tobito?

On a more personal note, I don't think keeping Sabo alive would have helped the OP plot. If anything at this point, he would only serve as a background character. Him meeting Luffy after all these years is just too cliche for me and i'm assuming to most of the OP reading community.

But yes, the Dragon/Ivankov dialogue is an eyebrow-raising detail.

Or, you know he could take a page for Kishimoto and it could be a bold face lie....
