One thing I am not quite some of what you meant is the "It drains more and more of the power after each cut." part. Do you mean that each time it connects it makes the enemy more unable to use his DF powers, or is this the standard seastone ability of negating the user's DF power upon, and as long as it lasts, contact?

It takes multiple hits to connect with the DF user to actually nullify the DF user's ability. It slowly weakens the DF user's powers and abilities after each cut.

Im sorry, but as demonstrated in the manga and anime, seastone only works in an specific way: mantaining contact with a devil fruit user. This nullifies the devil fruit abilities only as long as contact is made.

Yes, for the seastone's effects to happen on a DF user's body, the seastone surface must remain in contact with the user. Taking away the seastone means they can freely use their abilities again, as Rodo-sama stated above.
