Appearance:A man of 5'11 with short brown hair and a smooth face that seems to be smooth to the touch. The upper torso of the man is encased in sea stone plating with wires feeding through the back of his neck into his brain. Inside the torso, is skin is burned, torn and blistered and the muscle is showing; forcing him to wear the armor. Artificial arms replace the ones he had, His hands still human like but able to extend outwards through a cable. Above his hands and fore arm are nozzles which are fed from tubes in his arm that extend to different canisters that he carries on his back. His Legs are normal and are always wearing Black Suit pants that Government wears along with the same black leather shoes.
History: Appearing out of the family of weapon manufacturers for the Navy, Richard started creating his own toys and weapons when he was a kid. At the age of 14, He was experimenting with combustible gas and came out of it pretty bad, Losing both his arms and permanently damaging his flesh on his Torse. His own parents encased Richards body with steel and helped the boy recover from the incident, But it didn't stop the boy from creating and drawing blueprints and cartoons. He joined the World Government as a Junior Lab Assistant and has a few projects pending for use in the Navy including Light Weight Fuel tanks and Quick Spark Flamethrowers, The Deck Gun (A minigun system for Navy ships) and Better Submersion Technology. While discovering new secrets for the Government, He trained and upgraded his body, Switching his Steel to Seastone and adding his own Weapons and extensions. He then started reading how other pirates gained amazing new Technology that the World Navy haven't discovered yet. At Age 29, Richard got permission to form the Tech Runners: A group of World Navy specialists who's main objective is to steal technology for study under the Government.
Personality: He is a serious man who likes to get the job done, No questions asked. He is cold hearted when it comes to work and is a master at analyzing his battlefields. He doesn't care what the odds are, he strives to get a mission complete. The odd thing is, He turns Lighthearted when he is working back in the lab and out and about doing normal things, Drawing Cartoons he hopes to entertain kids with and Blueprints for new weapons and household appliances. He hates watching Pirates having weapons the Government does not possess and pickled vegetables. He loves Cartoons, Approval and Children.

Special Abilities:
Extendable Hands: Richards hands are able to extend 15 feet far away from his body, fed by a long cord protected by steel hosing. He can use it to either grab things from afar, punch from afar or just strangle.
Twin Nozzle: While Personal Flamethrower might be good, it is inaccurate as Richard can use the Nozzles to expel Flames, Gas, Smoke, Oil, Water and Nitroglycerin.
Enhanced Strength: Thanks to working around with a heavy torso and working with heavy objects, Richard can lift more heavy stuff then normal people can. Up to 600 lb. But the Heavier the object, The slower his pace becomes.
Battle Smarts: Is more able to take advantage of using the environment to fight, Using whatever he can that is around him to slow or stop enemies.
Learned Techniques (Keep it 1-25):
Extended Slap: Extends his arm to slap his enemy
Python Attack: Wraps the Arm Extension cable around an enemies neck and strangles the man.
Roast! Switches to Fuel Canister and Uses his nozzles as a Flamethrower
Choke! Switches to Gas Canister and Sprays down the field with a noxious gas
Escape! Switches to Smoke Canister and Expels it while running away, Sometimes uses Oil to make sure not to be followed
Blind! Switches to Oil Canister to Spray Target with the ignitable substance and blind them
Extinguish! Switches to Water Canister to Extinguish any flames.
Freeze! Switches to the Nitroglycerin Canister and Freezes the target.
