So the user would be able to create building material, but not to create whole buildings at once, and it'd boost a users.... what, knowledge of buildings? Speed in building them?

You're not a mod! Stop approving stuff, you're not entitled to do it. As to the fruit, the enhanced speed etc counts only to when they're building, normally their strenght wouldn't be affected by it?
