Would it be possible for a mostly normal person to sneak into a low-key navy out post, use their lab, then bust out with a powerful weapon? If so, what kind of bounty do you think that would earn?

1st Question what do you mean by mostly normal person do they have superhuman abilities to help them do this?
2nd question how heavily guarded is this Navy compound?

Mostly normal means they're a normal person with an unusual trait, like amazing problem solving skills or something else and since it's a low-key outpost so it wont be guarded that much and it's probably where they put their incompetent soldiers.
