While One Piece wiki says that the impact dial may not block slashing attacks, could the axe dial do this?

Wait, it can't?
In that arc where they fell out of the sky and landed in a marine base, Usopp used the impact dial to block axe blows.
(Im not sure if that arc was filler or not)

Filler is debatably canon in my personal opinion. Fillers where reoccurring characters are introduced are canon [take Reborn for an example]. Whereas if it's character development that doesn't even appear to affect the characters in canon arcs, then it is true filler.

Axes don't slice, they cleave. Axe blades are generally dull so they can cleave right through harder materials. (wood, bone, etc.)
